Chapter IX Light is stationary –Peoples are attracted to light.
The process of light emission or perception of light in world is physic phenomena when electron is transfer from high energy to low energy. That is electron is transferred from high energy state to low energy state or high kinetic energy to low kinetic energy.
In more realistic way, when any object move from high state to low state or high momentum to low momentum, light is emitted or light is perceived around us.
We do like to attain more stationary relax phase of life. Same is case with all organism animals or insects. So as any object emit light by attaining stationary phase we are attracted toward it.
Say electron is moving from Energy state 1 to Energy state absolute zero, all human being shall be attracted towards it.
As origin of light is stationary, light is stationary. Light cannot move with constant speed.
